Sarah Oconnor Michael Fred Phelps II is a former American competitive swimmer and the most successful and decorated Olympic athlete of all time, with a total of 28 medals. Winning eight gold medals at the 2008 Beijing Olympics, Phelps broke American swimmer Mark Spitz's 1972 record for the top seven spots at all of the Olympics.
